Standard homeowner policies exclude flood, which is insured separately, so whether water arrived from a failed fixture or from outside is a coverage question rather than a technical one. City floodplain management holds the parcel record. On sloping terrain, stormwater arriving at grade during heavy rain is a common cause that is easily mistaken for a plumbing failure.
